Diplomatic and Government Officials, and Other No Fee Visas

A-1, A-2, C-3, and G-1 through G-4 visas may be issued to diplomats and other government officials for official travel to the United States. Generally, the type of visa required by a diplomat or other government official depends upon the purpose of travel to the United States. There are very specific requirements which must be met by applicants in order to qualify for A, G or NATO visas under U.S. immigration law.

Applications for A-1, A-2, C-3, and G-1 through G-4 visas may be submitted to the U.S. Embassy Hanoi’s or Consulate General Ho Chi Minh City’s Consular Section. Please refer to the U.S. Embassy & Consulate in Vietnam’s website for information on eligibility for A, C-3 or G visas and the application process.

Visa Application Procedures for Those Who Are Exempt from Paying an Application Fee

The following applicants are exempt from paying visa application fees but are required to schedule an appointment for an interview. These applicants should use the U.S. Embassy & Consulate in Vietnam’s website to make an appointment for an interview or submit inquiries relating to their visas.  Please do not pay the visa application fee through this site, as it cannot be refunded. 

  • Applicants for A-3 or G-5 visa. Please refer to this link.
  • Applicants for J visas, participating in a Department of State, U.S. Agency for International Development (USAID), or federally funded educational and cultural exchange program which has a program serial number beginning with G-1, G-2, G-3, or G-7 printed on Form DS-2019, Certificate of Eligibility for Exchange Visitor Status. Visa Renewal by mail for no-fee J visa applicants:

You are qualified for the mail in renewal program if you meet ALL criteria below:

  • You do not need to use your passport within the next eight to ten business days.
  • You are a Vietnamese citizen, or a resident of Vietnam with evidence of your residency in Vietnam.
  • You are physically present in Vietnam.
  • Your previous J visa is still valid or has expired less than 12 months ago.
  • Your SEVIS number is the same as your previously issued visa.
  • You can submit your passport with your prior visa.
  • You did not answer “YES” to any question in Security and Background of the DS-160 application form, and you were not refused a visa at your last interview.

If you are qualified for the mail in renewal program, please print this Interview waiver confirmation page and submit it together with other documents as below:

  • Passport: Your passport must have at least six months validity and at least two blank pages .
  • Your prior visa.
  • DS-160 confirmation page with barcode, completed and submitted online.
  • One (1) passport-sized photo taken on a white background, with your ears visible, no glasses, within the last six months.
  • Original  DS-2019 form
  • Transcripts (if applicable)
